What still needs checking
- Current two-ounce statute supersedes older one-ounce references.
- Current registry statute and CCB patient eligibility guidance support a Vermont-resident registration requirement; the Department of Taxes limits medical relief to registered qualifying patients/caregivers. No affirmative outside-card recognition route was found, so the guide offers adult retail to visitors and does not claim medical benefits on an outside card alone.
- 18 V.S.A. §4230e(a)(2) caps adult-use cultivation at two mature and four immature plants per dwelling unit regardless of resident adult count; this corrects the former per-person wording in the growing guide.
Possession and use
The current Vermont statute allows adults 21 and older to possess up to two ounces of cannabis or ten grams of hashish without state penalty. The statute records a July 1, 2026 effective amendment; older one-ounce summaries are stale. Homegrown cannabis harvested and stored under the home-grow statute is excluded from the public two-ounce calculation. Public consumption remains a civil violation.
Medical access
Vermont's medical program serves Vermont residents who register as patients and their registered caregivers. A licensed adult-use retailer with a medical-use endorsement may sell tax-free qualifying medical products, deliver to patients and permit patient pickup without leaving a vehicle. Only retailers with that endorsement provide these medical services, so check the board's current list.
Home cultivation
Adults 21 or older may grow up to two mature and four immature plants per dwelling unit, regardless of how many adults live there. The grow must be on property the cultivator lawfully possesses or uses with written consent, screened from public view and protected from unauthorized access. A registered medical patient or registered caregiver acting for a patient has a separate statutory allowance of up to six mature and twelve immature plants. The cited medical statute does not set a universal dwelling-wide medical total, so do not simply add the adult and medical allowances together. Commercial cultivation or retail requires licensing.
Buying cannabis
Vermont operates licensed adult-use retailers regulated by the Cannabis Control Board. The state's legal adult possession maximum should not automatically be read as a per-transaction retail limit; the board's equivalency guidance addresses transaction quantities by product. Registered patients can instead use a medical dispensary or endorsed adult-use retailer for their program benefits.
Taxes
Adult-use retail purchases carry Vermont's 14% cannabis excise tax and 6% sales tax; a 1% local option tax can apply in a municipality that has adopted it. The Department of Taxes updated its rate page in August 2026 and illustrates a $100 purchase totaling $120 without local tax or $121 with it. Qualifying patient sales from medical-endorsed retailers are described by the Board as tax-free.
Visitors and travel
An adult visitor can follow Vermont's adult possession and licensed retail rules. Vermont's Medical Cannabis Registry serves residents, and medical tax relief is tied to sales to registered qualifying patients or caregivers; an outside medical card alone does not establish that benefit. Interstate transport of marijuana is not authorized by Vermont's in-state possession statute; plan to purchase and use within the state.
